立法院交通委員會昨天初審通過《氣象法》部分條文修正草案，放寬氣象播報限制，讓民間氣象單位、機關、學校等經過氣象局許可者，得發布氣象與海象預報，包括乾旱、寒潮、冰雹、龍捲風、突變強風、海水倒灌等6項，但不得發布警報或災害性天氣中的豪雨跟颱風預報。
此外，修正草案也規定，相關單位發布災害性天氣預報時，應註明發布者名稱全銜或姓名，並註明是由中央氣象局發布的警報或災害性天氣預報，違反相關規定者，可處10萬以上、50萬以下罰鍰，並得按次處罰。
提案修法的民進黨立委葉宜津指出，過去每逢梅雨、颱風，部分媒體使用「暴雨炸彈」、「猛爆型梅雨」等誇張形容詞，搞得人心惶惶，盼氣象局加以約束。
氣象局長辛在勤坦言，部分媒體報導確實讓氣象局很困擾，「因為這不是氣象局官方用語，還是希望大家使用官方用語。」
